Works have begun on 249 homes in North Harbour's early release area at Burpengary East, but most of the 3,700-home PDA waits on a scheme due in January 2027.
A year after the North Harbour Priority Development Area was declared at Burpengary East in Moreton Bay, works have started on 249 homes in its Early Release Area. The PDA covers about 421 hectares east of the Bruce Highway and is planned for more than 3,700 homes in total. However, most of that land remains restricted until a full development scheme is in place.
Development currently runs under an Interim Land Use Plan. Public notification of the proposed development scheme and development charges plan was scheduled for August to September 2026, with finalisation targeted for January 2027. The precinct also includes a planned marina with 400 wet berths and dry storage for 500 boats, along with retail, tourism, hotel and open space uses.
Why it matters for developers & landowners: PDAs can fast-track approvals, but the real release of land depends on the final scheme. Buyers and landholders in the corridor should treat January 2027 as the key date for the broader site's development potential.
