In short

Queensland has begun the first full review of the SEQ Regional Plan in over a decade, targeting well-serviced growth areas, employment land and an embedded infrastructure plan.

The Queensland Government has started the first comprehensive review in more than ten years of ShapingSEQ, the statutory regional plan that all South East Queensland council planning schemes must follow. Housing supply is the stated priority. The region is expected to take more than 80% of the state's future population growth and most of its target of one million new homes by 2044.

The review will focus on growth in well-serviced locations and identify future growth areas that infrastructure can unlock. It will also look at increasing land for business and jobs. The government says that, for the first time, a regional infrastructure plan will sit within the regional plan, linking growth to roads, transport, schools and services. Long-standing rural subdivision restrictions will also be reviewed in targeted locations, although no change has been decided.

  • Early feedback closed on 17 July 2026
  • Formal consultation is expected later in 2026
  • ShapingSEQ 2023 continues to apply until a new plan takes effect

Why it matters for developers & landowners: Changes to the urban footprint, growth areas or rural subdivision rules can reshape land values across SEQ. Landholders on the urban fringe should watch for, and consider taking part in, formal consultation later this year.
