EXPRESSIONS OF INTEREST — 15.9 HECTARES IN THE SOUTHERN THORNLANDS PDA
168-188 Woodlands Drive is a 159,050 m²* single-title holding inside the Southern Thornlands Priority Development Area — Redland City's new growth front, planned by the Queensland Government for around 8,000 homes. One owner, one title, one contract: no amalgamation risk at a scale that is rare inside the PDA.
THE PDA — WHAT IT IS
- Declared by the Queensland Government on 4 April 2025 over about 890 ha, bounded by Boundary Road, Mount Cotton Road and Eprapah Creek.
- Planned for around 8,000 homes and 24,000 residents, supported by about $544M of catalyst infrastructure: roads, sewer, water and community facilities.
- Economic Development Queensland (EDQ) and the Minister (MEDQ) govern planning and approvals here under the Economic Development Act 2012. The Redland City Plan "Rural" zone no longer applies.
- Planned: three new state schools, a district centre (up to 9,400 m² retail), three local centres, 150+ ha of open space and about 100 ha of employment land.
WHAT IT MEANS FOR THIS SITE
- Today: Interim Land Use Plan, Precinct 2 (Investigation area). Interim uses only; subdivision waits for the Development Scheme.
- Proposed: the Development Scheme notified Aug–Sep 2026 maps the site as URBAN LIVING. The exception is the Eprapah Creek green corridor and future district park on the southern ~18%. The scheme goes to the Minister for decision in October 2026.
- Density: 25–35 dwellings per hectare (net), which gives an indicative 212–296 lots* subject to layout and approval. Product includes detached homes on a range of lot sizes, dual occupancies, terraces and multiple dwellings up to 3 storeys near centres and schools.
- Charges: $53,500 per lot under the proposed scheme (Table 21), with offsets for trunk works and park land delivered.
WHY THIS SITE SUITS IT
- Scale on one title: 15.9 ha with about 240 m* of frontage to Woodlands Drive, running about 870 m* south to Eprapah Creek.
- Mapped almost entirely for housing. Constraints sit on one edge, at the creek corridor, leaving the northern ~80% open and gently sloping, all under 15%.
- Natural fall: about 35 m from Woodlands Drive (RL 61) to the creek (RL 25), towards the planned southern sewer alignment, so internal reticulation can run by gravity.
- Planned trunk services: sewer Catchment C, with pump station PS_C and rising main RM_C001 scheduled for 2028, gravity trunk mains in 2036 and $109M of sub-regional treatment works over 2027–29. A DN150 water main is already in Woodlands Drive, with DN300 trunk mains planned along and across the site. Woodlands Drive is scheduled as a PDA Trunk Connector.
- Growth on the doorstep: the PARC Thornlands estate is under construction directly opposite. Sheldon College is 1.8 km away, Coles Thornlands 2.1 km, Victoria Point 4.0 km and Redland Hospital 5.0 km. Brisbane CBD and the airport are each about 25 km away.
- Tight land market: 11 of 18 Thornlands estates are sold out, and new 308–420 m² lots are listed from $682,000 (OpenLot, Sept 2026, asking prices).
